Consumer unit replacements are notifiable work under Part P of the Building Regulations. This means the work must either be carried out by an electrician registered with a Competent Person Scheme (such as NIC/EIC) or inspected and signed off by your local Building Control body. Using an unregistered electrician means no Building Regulations Compliance Certificate, which can cause serious problems when selling your property and may invalidate your home insurance.
